What does this MR do?

Bug was found in EE & fixed with https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/1091 just for stable. This change brings that fix to master branch for both CE & EE.

Instead of replacing the full MR widget, we now replace just the body & footer.
