remove 2gb tag from ci

What does this MR do?

This will change the tags for CI so that it will begin to use the new GCE runners.

Why was this MR needed?

We need to begin using the new GCE runners. This will still allow the old runners to grab builds, but will also allow the GCE runner to grab them.
