Adds a flag to reflect whether or not there is data in cycle analytics
As per https://gitlab.com/gitlab-org/gitlab-ce/issues/23449#note_18677445 :
Boolean variable to determine if we should display "Introducing Cycle Analytics" message. Right now the variable is named @cycle_analytics_not_set_upon cycle_analytics/show-html.haml ref: #23449 (closed) (comment 17768296)
