Fix the merge button dropdown

What does this MR do?

Fixes the bug detailed in #64970 (closed). This change does two things:

  • fixes the logic that determines whether or not the dropdown menu should be displayed
  • updates the dropdown toggle button to be hidden if the dropdown menu is hidden
