Show CI/CD prompt in empty projects

What does this MR do?

This MR addresses https://gitlab.com/gitlab-org/gitlab-ee/issues/26960.

When a repository is empty and isn't set to default to auto-devops, we will show the CI/CD prompt on initial repo creation.
