Add expand/collapse button to error tracking settings

What does this MR do?

Allows expand/collapse of error tracking settings. Paves the way for part 2 of this effort, which adds a new section on the settings page: https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/28620.
