Added a QA tag to the report component expand button

What does this MR do?

Adds a QA tag qa-expand-report to the Expand button within the Report Section component.

This tag should be useful in tests that target these reports, such as in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/12175
