Docs: Merge 4 EE doc/user/project dirs to CE

What does this MR do?

Ported to EE in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/12097.

This aligns the CE and EE doc/user/project/operations, doc/user/project/packages, doc/user/project/settings and doc/user/project/web_ide docs, as part of the effort to combine docs into a single codebase (&199 (closed))

This MR:

  • Brings in EE only files:
    • project/operations/feature_flags.md
    • project/operations/tracing.md
    • project/packages/maven.md
    • project/packages/maven_packages.md
    • project/packages/maven_repository.md
    • project/packages/npm_registry.md
  • Brings EE only information into:
    • project/operations/index.md
    • project/settings/index.md
    • project/web_ide/index.md
  • Brings in 4 images related to the docs above.
  • Updates relative links to absolute, and adds badges, as necessary.

When both the EE Port and this MR are merged, the doc/user/project/operations, doc/user/project/packages, doc/user/project/settings and doc/user/project/web_ide docs should hopefully be aligned between CE and EE.

Then, please merge: https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/12098, and the issue will be closed.
