Add methods to check dead and retrying jobs

What does this MR do?

It adds the ability to Gitlab::BackgroundMigration.dead_jobs?(class) and Gitlab::BackgroundMigration.retrying_jobs?(class). This is currently required for https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/10558, though can have multiple use-cases.
