GraphQL complexity limit too low for Schema load / IntrospectionQuery

What does this MR do?

The new GraphQL query complexity limits are too low to load the schema for the graphql-explorer issuing an IntrospectionQuery:

Query has complexity of 179, which exceeds max complexity of 60

Bumped up the maximum complexity to 200 for an unauthenticated account.
