Resolve "Remove jquery-atwho-rails gem"
What does this MR do?
Removes the jquery-atwho-rails gem and the vendored jquery.atwho and jquery.caret files in /vendor/assets/javascripts/ and replaces them with official npm packages so that we don't get mismatching versions.
