WIP: Move Canary and env metrics onto single chart

Updates the canary metrics to display on a single chart with prod metrics. Blocked by https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/9707 and https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/25758.
