What does this MR do?

Make cloud-native-job manual. Ideally, it can be removed from CI. As part of https://gitlab.com/charts/gitlab/issues/942 , release of CNG and Charts now happen from release-tools, and hence this intermediary trigger step is obsolete. However, keeping it for now, in case the automated flow failed.
