Docs: Fix anchors in HA docs
What does this MR do?
This MR fixes all the bad link anchors in High Availability docs, and corrects one link to a relative link.
Ported to EE in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/9615, which contains a few more EE-only docs.
