Updated document-register-element and registering emojis in the new way
What does this MR do?
This upgrade document-register-element to a newer version and updates the way how we register the emoji element to the new way. Also a prequel MR for the bigger MR to update the way how we handle digests.json and reducing the size of that gitlab-org/gitlab-ce!24543
