Template for Android with Fastlane

What does this MR do?

This change introduces a new template for Android using Fastlane to publish. I don't think checklists are needed since this is not a code change, but please let me know if that's incorrect.

Based off of the Gitter Android app build, .gitlab-ci.yml which was primarily developed in https://gitlab.com/gitlab-org/gitter/gitter-android-app/merge_requests/5
