Update fog modules fog-aws, fog-core, fog-local and fog-aliyun

What does this MR do?

fog-aws is updated to 3.3 and which updates fog-core to ~> 2.1 fog-local to ~> 0.6 and fog-aliyun to `> 0.3.2

diaspora moved to this version of fog-aws and we'd like to update it in debian.

Breaking change is dropping of ruby <2 support in fog-core
