Update license_management job

What does this MR do?

Update the license_management job. Docker-in-docker in no longer required to run that job, thanks to https://gitlab.com/gitlab-org/gitlab-ce/issues/46050 The new job definition will allow image caching, and this image is huge (>2GB).
