Backport SSH host key detection code to CE
What does this MR do?
SSH push mirroring is a CE feature, and will require us to engage in SSH host key management. We already have code for this in EE for SSH pull mirroring - so pull it into CE ready for use, to keep the diff of the SSH push mirroring feature MR as small as possible.
