What does this MR do?

Changes the behavior of the breadcrumbs on the new issue page by:

• directing the "issues" link the issues page instead of reloading the new issue page
• adding a "new" link that reloads the new issue page

A link to "issues" that links to the new issue page is confusing to users and the absence of a "new" link in the breadcrumbs in unhelpful for navigation purposes.
