Introduce quick actions for the development for the Test Reports feature

What does this MR do?

This MR does the following things

• Add Quick Actions for frontenders that they can quickly reproduce test reports in MR widget (This is compatible with https://gitlab.com/snippets/1731728#note_91233415)

Does this MR meet the acceptance criteria?

• Changelog entry added, if necessary
• Conforms to the code review guidelines
  • Has been reviewed by a Backend maintainer
• End-to-end tests pass (package-and-qa manual pipeline job)
