What does this MR do?

Reverts https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/20801. We didn't consider other EE Helm classes (GetCommand and UpgradeCommand) when doing that refactor, so we'll revert to prepare a proper EE port
