WIP: Resolve "Make the `version` column consistently used in cluster applications"

What does this MR do?

Fixes confusing values in the version column for :

• clusters_applications_ingress
• clusters_applications_jupyter
• clusters_applications_prometheus
• clusters_applications_runners

Are there points in the code the reviewer needs to double check?

Why was this MR needed?

Pre-requisite for https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/20765

We want to use the version column going forward to actually recorded the helm chart version that is currently installed on the cluster
