Update doorkeeper and doorkeeper-openid_connect gems.

Why was this MR needed?
doorkeeper-openid_connect needs an update in debian and there is a newer version available so its better to move to that directly.
doorkeeper follows SemVer https://github.com/doorkeeper-gem/doorkeeper/issues/724 so relaxing version requirement. Both gems are from same organization.
