What does this MR do?

Adds dispatcher imports for the following routes:

• admin:conversational_development_index:show
• import:fogbugz:new_user_map
• ci:lints
• snippets:show

There is a commit in here that is relevant for https://gitlab.com/gitlab-org/gitlab-ce/issues/41649 once that is merged then I can rebase & remove the commit from here
