What does this MR do?
Port to 9-3-stable of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/12458 because oh PhantomJS
With phantomjs the selection range needs an element on the page to work correctly. On master we have Chrome headless so this isn't an issue.
