Update show.html.haml to allow guests to see the Files tab as per #30199
What does this MR do?
Shows the files tab to guest users for public projects. See https://gitlab.com/gitlab-org/gitlab-ce/issues/30199
Are there points in the code the reviewer needs to double check?
Probably needs a manual test on Public, Internal, and Private projects with a user logged in and logged out just to be safe.
