What does this MR do?
This MR is a fresh start for the issue-title-vue branch
Fixes odd merges from older branch that was 5k commits behind.
Using new e-tag poller. Using visibilityjs to handle eyeballs
Poll-Interval is present in the headers
Feature flag intervals are set up
Why was this MR needed?
A bunch of specs were failing from what seems to have been a bad merge when rebasing master into the original branch (was 5000 commits behind)
To have a fresh branch from master to merge the new changes into for !8357 (closed)
To update issue titles in realtime
