Bulk edit multiple issues and add a comment

We already have mass-actions, but it would be great if you could just leave a single comment to indicate the change that you've made.

This would need some help from UX.

Design

As part of the design flow of bulk edit in the sidebar, leave a comment (same comment) on each of the changes issues.
