Prevent userless issues

When we delete a user that is just posting an issue the issue exists without a user, see https://gitlab.com/gitlab-org/gitlab-ce/issues/7077
This issue can't be closed or edited anymore.
This is due to the way AR removes the user.
Can we block the user before the deletion to prevent them from creating the issue?
I hope this will not cause double postings in any acitivity logs.
