Allow update of all existing services through service template in admin section

During call with customer asked if there is a way to change settings for all projects that have a specific service enabled.
They find it unusable to go through each project and set settings in each project.
Proposal
- A new option in the service template page.
- Ability to update the project service with the current service template, across all the projects in the instance that have the service active.
