Acronym list for Issue & Wiki
Problem to solve
I use a self-hosted Gitlab EE instance where external (customers) have access. The developed software is very special for the industry, where a lot of own (technical) terms, words and especially abbreviations exist. Abbreviations are often used in the issues and wiki. However, the abbreviations in different repositories are often somewhat different in content.
Intended users
Should be for all users / personas, because all users can use equal (semantic) definitions

It would be a great feature if you could store an abbreviation directory with a description in a repository / group. If the abbreviation is used in an issue / wiki, then you can move the mouse over the word and a small hover box can display the description.
An important point from my point of view would be that I can use several abbreviations for one description, because it happens that different abbreviations have the same meaning. Likewise, if a hierarchy would be helpful, i.e. I set an abbreviation in an issue, then the repository's abbreviation directory will first be checked to see if a suitable abbreviation is found there, and if not, then within the group, and so on.
Proposal
I think a Single User Experience and/or Invite Other Users should be a good starting point, because the main question is imho: How can users communicate with abbreviation in a clean way
Permissions and Security
The security / access to this feature is equal to the current Gitlab roles, so imho there are no security problems

Documentation should be the developing and user documentation
Testing
IMHO the testing must contains all browsers to work with the hover effect
What does success look like, and how can we measure that?
IMHO I think no
