Send zoom link to configured Slack channel
Problem to solve
People use conference bridges and chat tools to collaborate on issues during fire-fights. If there is a Zoom call running for an incident, we want this information to be available where people work and where they are paged. Zoom calls are now embedded on issues to provide easy access to the bridge. We want this information to also be available in Slack as this is where a user may be working when a Zoom call is started.

Proposal
When a user starts a zoom call on an issue or adds a zoom call to an issue, send a link to join the zoom call to the pre-configured Slack channel for that incident. The message must associate the zoom call to the specific incident. It may be posted in the general channel OR it could be posted in a threaded discussion under the incident.
