Refactor and remove Projects::BaseMoveRelationsService#prepare_relation if possible

https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/31102 removed code paths specific to Postgres and probably rendered the above mentioned method useless. We should refactor and remove the method if possible (also check in EE).
