Pipelines still not running after additional CI minutes purchase

Problem

Customers that have run out of shared minutes are reporting that their pipelines are failing to start after purchasing additional CI minutes, even after restarting those pipelines. This continues to occur after https://gitlab.com/gitlab-org/gitlab-ce/issues/64005 was released.

Further Details

From the ZD ticket (127237) below the customer (https://gitlab.com/roomle) reports:

After buying additional minutes the piplines do not restart and are all in pending state.

Support was only able to get their pipelines running again by manually resetting their minutes quota.

Proposal

That we investigate and implement a fix for this issue.

Result

That pipelines are able to immediately run or run once restarted after additional CI minutes have been purchased for a namespace that has run out of its shared minute quota.
