Cannot use token to search for runners

Summary

Searching runners with short token no longer provides results.

Steps to reproduce

• Register a runner
• go to /admin/runners
• Copy the runner token, such as iFSHv1r7
• There are no results for this token

What is the current bug behavior?

This previously showed the runner when searching with the token.

What is the expected correct behavior?

The runner corresponding to the token should appear in the results.
