@mikelewis started a discussion: @axil Can you offer some detail on what a "locked user" means, and start off the intro with that? It it simply a user who has had X failed logins? Do they get a message when attempting future logins, indicating this?
And isn't there also a way to unlock users from the UI as shown here? If so, should we also be linking from this doc to https://docs.gitlab.com/ee/user/admin_area/#administer-users for the UI-based method (even though the doc doesn't go into full detail on how to do it, just how to get there)?

@mikelewis started a discussion: It seems like we should be mentioning the setting but then linking to https://docs.gitlab.com/ee/user/admin_area/settings/sign_up_restrictions.html for details, however I don't see that setting documented there.
@axil can you check the admin area and send us a screenshot so that Matt can update /doc/user/admin_area/settings/sign_up_restrictions.md as part of this MR, and link to that page/section instead?
