Make it possible to automatically insert the target issue title in addition to the ID when refering to issues or when duplicating an issue to another
Problem to solve
References to other issues by ID, for example when duplicating an issues to another one, provide little information to the issue reporter besides the target bug ID.
Some places have this a a link title attribute, but this requires HTML and hovering over the ID link.
This may lead to angry "Why did you close my report?!" reactions, because for the issue reporter there is no apparent reason to do that.

The goal of the proposal would be to provide additional information - namely the title of the target issue - alongside the issue ID, without requiring any additional manual effort by the developer or triager.
Proposal
My proposal would be to provide additional quick actions or modify the behavior of existing actions to accomplish this (may become the default behavior e.g. for /duplicate).
Even for non-quick-action use, this could become an option by e.g. choosing a issue plus its title to insert from the popup list that appears when entering #12345 in a comment.
The same could happen for referencing merge requests.
An important part of this is that the title should also appear in notification mails, especially the plain-text version of them.
Permissions and Security
Read access to the target issue would be necessary, and revealing or not revealing the titles of confidential issues is something to be considered.

What does success look like, and how can we measure that?
In the web interface:
Success means that both the issue ID and its title are shown without any additonal user interaction, i.e. no hovering over a link.
An issue title shown in this way should adjust to future changes of the target issue title.
In notification mails:
Success means that both the issue ID and its title are shown without any additonal user interaction, i.e. no hovering over a link, and are also present in plain-text mails.
