Repository Check Mail sent to all admin users, including blocked ones

Summary

Repository Check Mail is sent to all admin users, including blocked ones. It should not be sent to blocked ones.

Steps to reproduce

• Create a new admin user
• Block him
• Corrupt a repo
• Trigger a check on said repo
• Wait for the weekly notification to be sent by Gitlab (any shortcut?)
