Fix deep linking for README files
Summary
If you deep link to a specific entry in a README file, the anchored link is ignored because the content doesn't finish loading in time.
Anchor links do work within the document after the page has finished loading, which is great, but it's not helpful for deep linking to a specific entry if you start on a different page.
In our case, the README file is our style guide, so we'd like to refer our team to specific entries.
Steps to reproduce
- Set up an internal project.
- Add a README file with anchor links.
- Click on an anchor link, copy the URL, then paste it in a new tab.

What is the current bug behavior?
If you deep link to a specific entry in a README file, the anchored link is ignored because the content doesn't finish loading in time. You're taken to the top of the page instead.
What is the expected correct behavior?
After clicking the link, you should be taken to the specific entry in the README file.
