[QA] Use code blocks instead of inline code examples

The following discussion from !28716 (merged) should be addressed:

  This is ok for now, but the inline code samples are harder to parse than properly-colored code blocks would be.

  I think it would be helpful to replace the code samples in this section with code blocks (in another MR).
