Make merge request harder to delete accidentally

Make something similar to deleting a project where you have to type some specific text in a box to confirm.

We recently had an issue suddenly deleted. According to the user and the manager (who was working with him in the same PC), they do not deleted. According to the logs and the GitLab support team, the delete request arrived from UI (web browser).
