No empty state for File Finder

When searching for a file via Find File (example: GitLab CE), there is no information that no file could be found.

The correct behavior would be to display an empty state visualization, similar to e.g. `Starred projects.

Even better would be to additionally offer potential solutions, e.g. a Did you mean: suggestion or another action that makes sense for this context.
