Reply by email comes in as root rather than actual user
Summary
When replying via email, the comment author shows up as root instead of the user that replied. Emails are set up correctly and no configuration change has been made since the initial set up many versions ago. This seems to have started within the last two or three GitLab versions.
Steps to reproduce
- Get an email notification from activity on an issue.
- Respond via email with some comment.

This does not seem to happen on GitLab.com.
What is the current bug behavior?
Comment author for email responses is root instead of the actual author.
What is the expected correct behavior?
Comment author should be looked up via the email address.
