Disable JIT Kubernetes resource creation for project level clusters

After #57115 (closed), any deployments that GitLab cannot successfully create a namespace/service account for are dropped.

This is a change of behaviour for users of project clusters who are managing their own Kubernetes resources, and it prevents their deployments from completing when they would have previously.
