Eventually add type "maintainer" to email notification decision logic

This is a follow up issue to https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/25607#note_160080462

@engwan made the suggestion to add a type "maintainer" to NotificationRecipient's algorithm which decides which users should actually be notified.
