Some issues are not proposed in text field

Summary + steps to reproduce

When typing # in a comment or text field a menu pops up proposing issues. Unfortunately not all issues can be found by this. Example: #54238 (closed)

Not tested for PRs and epics, but they might also be affected.

Funny thing is I also notice this bug on GitHub, don't know whether it is related, but shows that testing is failing for both platforms. Thus I additionally suggest to do more testing, checking whether features really work as intended in all cases.
