META: update Python from 3.4 to 3.7
As Python 3.4 reached at EOL on 2018-03-18 with 3.4.10 released: https://www.python.org/downloads/release/python-3410/, https://lwn.net/Articles/783418/, we should go with Python 3.7.
Python 3.7.3 can be targeted for GitLab %11.10 (code freeze at 2019-04-08), while the latest public release is 3.7.2, to address public vulnerabilities including CVE-2019-5010 (CVSS3 7.5 according to Red Hat) https://docs.python.org/3.7/whatsnew/changelog.html .
Python 3.7.3 release is expected on 2019-03-25. https://www.python.org/dev/peps/pep-0537/
