Add a pipeline that runs the e2e tests with the Gitaly N+1 detector enabled

As part of https://gitlab.com/gitlab-org/gitlab-ce/issues/57911 we'll need to schedule a pipeline to run the tests in the performance testing environment

There's now a project to hold the pipeline: https://gitlab.com/gitlab-org/quality/performance
