Jenkins plug-in maintenance & stewardship

Problem to solve

The Jenkins plug-in for GitLab is no longer being maintained and is seeking maintainers.

And while GitLab offers our own CI/CD tool, there are a lot of folks who still use Jenkins with GitLab and need for that plug-in to continue to work. It would be in GitLab's own best interest to maintain this plug-in for the foreseeable future.

Target audience

Anyone still using Jenkins + GitLab.

Further details

We probably need to determine what our level of "maintenance" will be.
Will it just to make sure it works as intended?
Or will we make improvements and enhancements to it?

Proposal

Take of the stewardship of this plug-in to ensure that it continues to work with GitLab.
